The comprehensive review should cover all stages of procurement from tender preparation to execution of work particularly incorporation of GEM / Make in India guidelines for domestic and Global Tenders requirement.
The Technical Specifications to be incorporated in the tender documents should be non-restrictive and verifyable to meet the functional and operational requirement of the product / services.
